To get Montblanc you need to finish the Wanted: Sky Pirate Vaan mission. After go to Fluorgis and an event with Montblanc will occur. To get Wanted: Friends, Kupo! you need these items:
Gigas Pendant, Earrings of the Dead, and the Pin of Order
You get them from completing the town cups (Camoa Cup, Grazston Cup, etc). You get the Gigas Pendant from completing the Camoa Cup, the Earrings of the Dead from Grazston Cup (I think) and Pin of Order from completing the Fluorgis Cup (I think). Just do all of them and you should eventually get Montblanc. Good luck!
